Woman Who Killed Her Baby Has Conviction Overturned, Court Says Six-Day-Old Baby Isn’t a Person

A New York court recently ruled that a Long Island woman who killed her baby in a car accident cannot be convicted because her baby was not a person yet.

The Times Union reports Jennifer Jorgensen previously was found guilty of second-degree manslaughter for causing the death of her baby daughter in a car crash. She also was indicted for driving under the influence of drugs and alcohol and endangering the welfare of a child, according to the report.

Jorgensen was in her third trimester when the car accident occurred in May 2008. Her daughter was delivered by C-section after the head-on collision and died six days later, according to the report.

Ten years ago, Julie and Brian Neils eagerly awaited the arrival of their twins, Lauren and Leyton. At 28 weeks, Julie was in the hospital with pre-term labor, but the doctors stopped it and were planning to send her home for bed rest. During the short time the baby monitor was off, Leyton twisted on his umbilical cord and died.

Over the next four weeks, Julie bore a profound grief over her son, even as she worked to bring Lauren closer to term. On the day of their birth, Lauren was alive, but struggling. Julie held Leyton tight in a blue blanket, rocking on a creaking chair and weeping over her lost son.

Like many women, Julie always faces a decision when hearing the question, "How many children do you have?"

While she never tires of remembering her beloved son, she has grown weary of the responses she gets when people encounter her grief over Leyton.

"At least you have other children," they say. Or, "Didn't that happen a long time ago?"

No matter how well-meaning they might be, the response seemed to diminish the value of her son, and it breaks her heart all over again every time it happens.

Mystery Group Donates Millions to Democrat Supreme Court Candidates in Pennsylvania

Many familiar organizations gave to Pennsylvanians for Judicial Reform so it could run attack ads against the three Republican candidates for Pennsylvania Supreme Court.

In the past month, the group raised more than $2.2 million from affinity groups representing Philadelphia trial lawyers, teachers’ unions, labor unions and others.

Pennsylvanians for Judicial Reform is an independent expenditure group, meaning they can buy political ads but they cannot coordinate with the candidates or advocate for the election or defeat of a specific candidate.

But there’s an unfamiliar group called PA Alliance that contributed $500,000 to fund the attack ads through Pennsylvanians for Judicial Reform since Sept. 11, making it the second largest contributor behind the Philadelphia trial lawyers.

It gave more than the big labor unions — Service Employees International Union ($488,000) and American Federation of State, County and Municipal Employees ($400,000) — and more than the state and national teachers’ unions.

With three of the seven seats on the state’s highest court up for grabs and the remaining members split 2-2 along party lines, control of the court will be decided next week.

“It's dreadful the amount of money going into our elections,” said Terry Madonna, pollster at Franklin & Marshall College. “Money's a corrupting influence and it's got to be regulated some way, somehow.”

The ads alleged one candidate did not author various legal articles as she claimed and that other candidates have failed to protect women or women and children.

“The candidates are benefitting from ads that are largely misleading,” said Bruce Ledewitz, a law professor at Duquesne University. “In almost every instance in which a judge is accused of doing something bad, it was simply something required by the law.”

State Parental Intervention Laws Save Lives

You and I constantly hear pro-abortion extremists scream that the supposed mental health of the mother is somehow more important than the life of an unborn baby.

Psychological mumbo jumbo vs. death?

Frankly, this shows there must be something wrong with their minds.

But now there's a new study that shows even this rationalization excusing abortion-on-demand is false.

The fact is, not only do parental intervention laws save the lives of unborn babies and give parents back the right to stop an abortion from being performed on their minor daughter. . .

. . . but they also reduce suicide rates among teen girls by as much as 11 to 21 percent.

These findings released in Economic Inquiry demonstrate the fact that abortion decisions by pregnant teens lead to feelings of overwhelming guilt.

China Still Abusing the Family

The Chinese government is apparently ready loosen to the stranglehold it has had on reproduction in that country since the late seventies—a little bit. Under the new policy, married Chinese couples will be allowed not one, but two children.

“The regime is backing away from draconian birth limits,” says Steven Mosher, President of the Population Research Institute, “not because senior Party officials have suddenly developed a conscience. Rather, it will be because they have finally realized that a shrinking workforce and a rapidly aging population are crippling future economic growth.”

For at least the past two years, China’s workforce has been shrinking. Last year, the potential workforce fell by 3.71 million, a significant number even by China’s standards. At the same time, the over-sixty population is exploding. According to U.N. projections, it is expected to more than double by 2050. China is growing old before it grows rich, and the strains on China’s nascent pension programs will be enormous.

Mosher says, “Beijing now realizes that it must stop restricting childbirth and start encouraging it as soon as possible. Yet it can’t simply abandon the policy altogether and admit it made a mistake. That would call the regime’s legitimacy into question.”

The parallels between China’s current demographic and economic malaise and Japan’s demographic and economic decline in the 1990s is striking. The Japanese economy has never really recovered from its “demographic recession.” China may not recover either.

The One Child Policy has caused fertility rates to plummet over the past three and half decades. Sex-selective abortion has reached epidemic proportions in many parts of the country. The strong preference for sons in Chinese culture, especially in rural areas, has resulted in the deaths of millions of unborn baby girls.

The overall loss of human life in China is staggering. China’s own Ministry of Health estimated in 2013 that 336 million babies had been aborted as a result of the onerous population control program. With an estimated 13 million abortions taking place in China every year—almost 1,500 lives per hour—the number is likely significantly higher today.

Chinese President Xi Jinping first sought to loosen the policy in 2013. It was announced that couples where both the husband and the wife were themselves only children would be allowed to have a second child following the birth of their first. The response was underwhelming as few couples applied for a second birth “permit."

Mosher says, “Now couples are allowed to have a second child. But don’t expect it to stop there. A government bent on controlling the fertility of its people will do whatever necessary to produce the number of children it thinks necessary.”

After all, the One Child Policy is only one phase of the larger Planned Birth campaign. This is Beijing’s ongoing campaign to control the reproduction of the Chinese people under a state plan in the same way that it controls the number of tanks, or the number of coal-fired power plants, that it builds each year.

This means that, if the Chinese people refuse to conceive and bear the number of children that the state demands, childbearing will become mandatory. Women will be forcibly inseminated, regular pelvic examinations will be instituted to monitor their pregnancies, and abortions will be forbidden.

Unless and until the Communist regime abandons its Planned Birth policy, and allows couples to freely choose the number and spacing of their children, abuses will continue.

Federal Judge Says Alabama Must Restore Planned Parenthood's Medicaid Funding

On Wednesday U.S. District Judge Myron Thompson, the same judge who overturned an Alabama law that required abortionists to have admitting privileges at a local hospital,
ordered the state to immediately restore Medicaid funding to Planned Parenthood.

In August, Gov. Robert Bentley had written

“The deplorable practices at Planned Parenthood have been exposed to Americans, and I have decided to stop any association with the organization in Alabama. As a doctor and Alabama’s governor, the issue of human life, from conception to birth and beyond, is extremely important. I respect human life and do not want Alabama to be associated with an organization that does not.”

Days later Planned Parenthood Southeast and a Medicaid recipient (identified only as
“Jane Doe”) filed lawsuit. Planned Parenthood Southeast operates two clinics–one in
Birmingham and one in Mobile.

Washington, DC - Just days after the Texas Inspector General's office raided four Planned Parenthood facilities, the Center for Medical Progress released its eleventh undercover video summary on October 27, 2015, which shows prima facie evidence of criminal conduct by Planned Parenthood.

The latest CMP video, "Planned Parenthood TX Abortion Apprentice Taught Partial-Birth Abortion to 'Strive For' Intact Heads" focused on Planned Parenthood's practice of conducting illegal Partial Birth Abortions on living babies and altering abortion procedures to ensure that organs are available for sale.

Featured in this summary video is Amna Dermish, who is a second-trimester abortionist with Planned Parenthood of Greater Texas in Austin.

Dermish explained that the Austin Planned Parenthood does abortions up to 21 weeks, 6 days, and that she uses digoxin during the abortions after 20 weeks. Prior to that, at 18-20 weeks, no digoxin is used and the abortions are done on living babies in violation of the Partial Birth Abortion Ban Act.

Abortion Business Closes after 27 Years of Protests

Abortion businesses have been failing across the United States for years. In 2014 alone 73 facilities closed, leaving a total of about 739, a dramatic drop from the 2,176 listed in 1991.

 In 2015, no matter the total, one closure will have special significance for pro-lifers in Chicago.   

Protests, prayer vigils and other events took place for 27 years before the closure of the Albany Medical-Surgical Center Family Planning Associates.

A Night with Dr. Alveda King

Chiara's doctor insisted.

She can't survive

"She is alive. She is there,"

Chiara replied.

Chiara refused to abort her child.

Although baby Francesco was born healthy, his mother, Chiara Corbella Petrillo, just 28 years old, soon died from her cancer.

March of Dimes 'hiding own dark secrets' on baby parts

A top fundraiser for the March of Dimes in two Southern states has been ousted after questioning her employer on whether it has ties to Planned Parenthood’s business of supplying aborted babies for scientific research.

The March of Dimes has always said publicly that it has no involvement in the abortion industry and “no relationship” with Planned Parenthood. It remains “neutral” politically on the issue of abortion, it says on its website.

The MOD slogan is “A Fighting Chance for Every Baby.” It raises nearly $200 million annually for research into cures for birth defects and premature births.
Joy Barr, who served three years as community director for the MOD’s Augusta, Georgia, and Aiken-Sumter, South Carolina, offices, personally raised more than $250,000 for the organization.

But she discovered the group, founded in 1938 to support healthy newborns, is hiding dark secrets from the public and its donors.

Protect the Rights of Pro-Life Health Care Providers!

What if you spent years training to help the sick as a nurse – only to find that to keep your job you must take part in the killing of a defenseless five-month-old unborn child?

What if a church in your town lived up to its teaching on healing the sick by providing its employees with excellent health coverage – but was told that is illegal, unless it pays for abortions that violate its teaching on life itself?

These are not projections of a nightmare future. Rather, each of these things happened recently in our country – and will keep happening, unless we stand up as citizens and demand a change in the law.

The nurse is Cathy DeCarlo, who was forced to assist in an elective late-term abortion at Mount Sinai Hospital in New York on threat of being fired. The experience gave her nightmares and emotional trauma, so she filed suit to keep it from happening to others. But the court dismissed her case: The federal law protecting her rights could only be enforced by the U.S. Department of Health and Human Services (HHS). That agency sat on the case for three years, then declared it resolved after the hospital changed its policy. Cathy never had her day in court, and she and other health care providers remain vulnerable. You can see her story here.

It is the California department of managed health care that has ordered almost all health coverage statewide – even when provided by churches and other religious organizations – to include unlimited abortion coverage. California’s mandate violates a federal law known as the Weldon amendment, but the federal agency assigned to enforce it has taken no action since complaints were filed over a year ago. We don’t want other states to follow California’s lead.

A solution is available and we should be part of it. The Abortion Non-Discrimination Act (ANDA) will close loopholes in existing law and provide a private right of action so that healthcare providers, like Cathy, can defend their rights in court. It is now part of the House of Representatives’ appropriations bill for funding HHS. By December, Congress needs to pass a law funding government programs in Fiscal Year 2016 – and this urgently needed reform should be part of that final bill. We must speak up now to protect our cherished right of conscience.

Planned Parenthood Flouts FDA Guidelines for RU-486

Planned Parenthood and the abortion-provider Tucson Women's Center spearheaded a lawsuit to strike down an Arizona law requiring doctors to abide by FDA guidelines when administering a “drug or substance” used to induce abortion.

And they prevailed.

An Arizona state court ruled in their favor, a ruling which allows doctors to continue off-label usage of the risky mifepristone (RU-486) drug. These are protocols that Planned Parenthood claims are considered “best practice,” but which the FDA has not approved.

At the time of the ruling, the new Arizona law was not in effect. Late last year the Ninth Circuit Court of Appeals placed an injunction on the law, calling it “wholly unnecessary.” Since the U.S. Supreme Court refused to review the case, it was effectively in limbo until now.

The Maricopa County Superior Court, which issued the ruling, claims that requiring doctors to administer chemical abortion drugs according to FDA guidelines is unconstitutional. The law was originally passed by the Arizona state legislature and signed into law by then-Governor Jan Brewer in 2012. It was designed to protect women by clamping down on inherently risky later-gestation-age chemical abortions.

Why Aren’t More GOP-Led States Defunding Planned Parenthood?

Few states have defunded Planned Parenthood in the wake of a series of damaging undercover videos, even though Republicans—who tend to be pro-life—control the governorship and legislature in more than 20 states.

Since the release over the summer of the videos, in which Planned Parenthood executives are seen and heard discussing the sale of body parts from babies aborted in their clinics, six states have stripped the organization of taxpayers’ money.

That small number means the pro-life movement “has not done its job” in pressing state governments to act, Kristan Hawkins, president of Students for Life of America, told The Daily Signal.

Republicans hold the governor’s office in 31 states and, in 23 of them, enjoy majorities in both houses of the state legislature, according to a tally by the National Conference of State Legislatures.

Citizen Petitions Delivered to Legislature Demanding Action on Planned Parenthood

Public outrage over Planned Parenthood’s fetal tissue operations, not to mention its longstanding brutal abortion business, continues to percolate across Pennsylvania and the country. The Pennsylvania Family Council was pleased to deliver to the Capitol this week thousands of pages of petitions urging the legislature 1) to mount an independent investigation of Planned Parenthood, and 2) to support HB 1623, the Whole Women’s Health Funding Priorities Act, which would ensure abortion-selling organizations are at the very bottom of the list for state healthcare appropriations.

Gov. Tom Wolf’s administration has already concluded its own investigation of Planned Parenthood, but the impartiality of the investigation is seriously in doubt. It has recently been revealed, for instance, that Planned Parenthood of Pennsylvania has an incredibly tight relationship with the governor’s office, with leaders meeting Gov. Wolf on multiple occasions and talking points being distributed to the governor’s staff. It’s time for a real, independent investigation into Planned Parenthood’s practices in our commonwealth.

The Whole Women’s Health Funding Priorities Act, introduced by freshman representatives Paul Schemel (R-Franklin) and Judy Ward (R-Blair), must be a part of any serious response to the Planned Parenthood videos. No organization that does abortions, and certainly no organization that treats the unborn with such callousness and flippancy, deserves a dime of taxpayer subsidy. Our legislators need to know that Pennsylvanians care deeply about this injustice.

Churches Suing California Over Abortion Coverage Mandate

Three California churches have filed a complaint against the state over a recently implemented health insurance provision mandating the coverage of elective abortions.

Foothill Church of Glendora, Calvary Chapel in Chino, and Shepherd of the Hills Church in Porter Ranch filed the complaint last Friday in U.S. District Court. The suit, filed against the director of the California Department of Managed Health Care, seeks injunctive relief from the abortion mandate.

Safety Claims Questioned: Spokane Planned Parenthood Tears Hole in Abortion Patient’s Womb

Spokane, WA – For the third time this year, an ambulance was called to a Planned Parenthood abortion facility in Spokane, Washington. The incident took place on September 16, 2015.

According to the 911 recording obtained by Operation Rescue show that the Planned Parenthood caller hesitated when asked by the 911 dispatcher what happened.

“Um, uh, uterine perforation,” the Planned Parenthood caller said.

A uterine perforation is a hole torn in the woman’s womb when the sharp suction cannula that is used to dismember the baby is thrust too deep into the uterus. This can be a life threatening injury depending on the severity of the tear, whether other internal organs were damaged, and the amount of internal bleeding that occurs. Uterine perforations can usually be repaired, but may result in hysterectomies in severe cases.

Are they simply the blob of flesh that anti-lifers swear they are? Certainly, it would seem to me that if ‘it’ were just a ‘blob’, then killing ‘it’ would NOT be necessary.”

CERTAINLY if these little blobs were 'blobs', then they would not be harvested for 'parts'. That's sort of like having a living parts car at your disposal [car people know what I mean ;)]. Resurrect the old, banish the new.

Corporations with Infants’ Blood on their Hands‏

It's not just the politicians in Washington who are using your money without your consent to fund Planned Parenthood and other abortionists.

Year after year, major corporations (usually without the knowledge of their customers and stockholders) have funneled millions of dollars to Planned Parenthood and the rest of the abortion industry.

Major corporations like Disney, EBay, Johnson & Johnson, General Electric, Starbucks, and Chevron, just to name a few.

That's why I hope you'll click on the button below to see more than 70 Corporations which gave Planned Parenthood shareholder and company dollars last year and sign the "End Corporate Funding of Planned Parenthood Petition," which I'll link to in a moment.

Now is the time to act.

Millions of Americans are incensed as never before at Planned Parenthood's butchery – especially after the release of the now infamous "sting" videos which revealed they actually harvest preborn baby organs for profit!

Of course, their biggest source of funding is taxpayer dollars. So ultimately we must cut off those dollars.

But we have another opportunity right now.

Last year, $436 MILLION (30% of Planned Parenthood's money) came from non-government sources. And the vast majority of that $436 MILLION came from major corporations.

That's why I'm hoping you'll sign your petition right away.

My goal is to generate at least 150,000 signed petitions from National Pro-Life Alliance members within the next 30 days.

Together, we can demand they stop using stockholder and company funds to pay for the slaughter of innocent unborn children.

Hopefully, your petition -- combined with a spate of bad publicity -- will shame at least some of these companies into cutting off the spigot of corporate donations to Planned Parenthood and other abortion providers.

If you and I together can convince even one corporation to cut off even $1 million to Planned Parenthood, it will make a real difference.

The National Pro-Life Alliance occupies a unique and important role in the pro-life movement. The focus of many other pro-life organizations is research, publications or counseling.

These are all important and worthy activities, but the National Pro-Life Alliance is singular in its focus on passing pro-life legislation that will protect the unborn from the moment of conception onward.

We believe that it is not sufficient to merely support minor regulations on abortion in a few outrageous cases.

Instead, members of the National Pro-Life Alliance lobby both incumbents and candidates for office to come out clearly for measure like a Life at Conception Act to legislatively define constitutionally-protected "personhood" as beginning at the moment of conception.

Furious Abortion Advocate Attacks "Operation Overpass"

Published on Oct 21, 2015 “This is a citizen’s arrest,” an angry abortion advocate declares while ripping down Created Equal’s anti-abortion display in a newly released video. The Columbus resident encountered our team with banners on a highway overpass on the morning of October 16. Outraged by the pictures of aborted babies, she went on a tirade.

The video shows the abortion advocate ripping down banners showing aborted fetuses put in place for Created Equal’s “Operation Overpass”. While tearing down the display, she insults the team—calling them illiterate, mocking their occupation—before another resident arrives and grabs, pushes Created Equal staff member Ian.

When Ian requests she stop violating our right to free speech, she responds: “I served in the military for a number of years. I defended that right.” Nevertheless she does not stop trampling on those rights—all the while calling herself a “good citizen.”

Police eventually arrive on the scene, telling the defenders of abortion that Created Equal’s “Operation Overpass” is allowed. When the couple begins to argue, the officer states multiple times, “Freedom of speech.”

Created Equal coordinates in advance with the Ohio Department of Transportation and Columbus Police Department to ensure adherence to the law. Our “Operation Overpass” is a lawful expression of our First Amendment rights.

Created Equal is pressing charges.

Legislative Alert--Call Your Congressman Before October 23rd‏

The U.S. House of Representatives is set to vote Friday, October 23rd on the pro-life reconciliation bill (HR 3762). This fast-track bill would strip $400 million from Planned Parenthood, which performs more than one-third of the abortions in the U.S.

The bill has two major provisions:

1.) It would block, for one year, most federal payments to affiliates of the Planned Parenthood Federation of America. It would close the largest source of federal funding of Planned Parenthood, Medicaid, as well as other revenue streams, stripping the abortion giant of $400 million in federal funds.

2.) It would repeal especially dangerous aspects of Obamacare which could contribute to the rationing of life-saving care, including the Independent Payment Advisory Board and the "Cadillac Tax" (excess benefits tax.).

Planned Parenthood Changes Its Plans, But We Do Not

Responding to all the pressure, Planned Parenthood has agreed to stop taking money for fetal tissue!

Unless you’ve been completely unplugged for the last several months, you know about the undercover Planned Parenthood videos released by the Center for Medical Progress. These videos show Planned Parenthood officials haggling over the price of fetal body parts procured during abortions and admitting that they had altered the abortion procedures in order to procure those parts. On air and in front of Congress, Planned Parenthood President Cecile Richards has denied that the organization ever profited via such transactions—but the videos tell a different story.

Now Richards, after withering publicity, congressional scrutiny, state investigations, and calls for the federal government to defund the organization, says that Planned Parenthood will no longer take any money for fetal tissue used for medical research.

In an October 13 letter to the National Institutes of Health, Planned Parenthood stated, “In order to completely debunk the disingenuous argument that our opponents have been using … our Federation has decided … that any Planned Parenthood health center that is involved in donating tissue after an abortion for medical research” will accept “no reimbursements for its reasonable expenses.”

Former N.J. Abortion Doctor Due in Court to Answer why He Still Owns Clinics

TRENTON - Steven Brigham, whose questionable practice of beginning late term abortions in New Jersey and finishing them in Maryland led to the revocation of his medical license last fall, is pursuing an appeal, according to his lawyer and court records.

The state Board of Medical Examiners took away Brigham's license in October, and in November ordered him to pay $560,000 in court fees and fines. Without his license, Brigham was required by state law to divest himself from the American Women's Services clinics he owned in Elizabeth, Mount Laurel, Paramus, Phillipsburg, Toms River, Woodbridge and Voorhees.

Brigham's attorney Joseph Gorrell of Roseland said his client late last year submitted a letter on Brigham's behalf confirming he had sold his interest in the clinics. Vikram H. Kaji, an obstetrician and gynecologist and the medical director for American Women's Services has assumed ownership, according to the state Health Department.

With the passing of ABx2-15, “the physician-assisted suicide bill,” signed into law by California Governor Jerry Brown on Oct. 5, 1015, California became the fifth state in the U.S. to legalize physician-assisted suicide, along with Oregon, Vermont, Washington State, and Montana.

Let’s see: “no fault” divorce, abortion, homosexual “marriage,” trafficking in human baby “parts,” experimenting on human embryos, legalized drugs, prostitution, etc. Just another day in the “land of the free, and the home of the brave,” right?

Oh, but I forgot to mention the good news. Planned Parenthood now says (emphasis onsays) they are not going to charge money for the babies they murder, slice up, and send out for parts.

And this is supposed to be the answer that solves things?

Legalized immorality seems to be coming at us in tidal waves these days. I have reached the point where every day I look at the Drudge Report or turn on the news I dread seeing who is going to be targeted for death next. Or, what kind of immorality is going to be defended as a “human right.” The words of Pope Francis are becoming more and more prophetic:

I see the church as a field hospital after battle. It is useless to ask a seriously injured person if he has high cholesterol and about the level of his blood sugars! You have to heal his wounds. Then we can talk about everything else. Heal the wounds, heal the wounds… And you have to start from the ground up.

State to Drop Planned Parenthood from Medicaid Over Videos

AUSTIN -- Texas health officials have decided to cut Planned Parenthood out of the state Medicaid program entirely because of issues revealed in an undercover video, the Houston Chronicle has learned.

In a letter to be sent to state Planned Parenthood affiliates on Monday, officials say they made their decision because a video released earlier this summer showed that the women's health organization alters its abortion process to preserve fetal organs and allows private citizens into its lab wearing only gloves.

The private citizens allowed into the lab were the secret videographers, who were actors posing as people trying to buy fetal tissue for medical research.

"The State has determined that you and your Planned Parenthood affiliates are no longer capable of performing medical services in a professionally competent, safe, legal and ethical manner," writes Stuart Bowen, the inspector general of the Texas Health and Human Services Commission.

The video was part of a series released by the anti-abortion Center for Medical Progress which have caused a nationwide firestorm and incited at least four separate investigations in Texas. The health commission inquiry was ordered by Gov. Greg Abbott.

Florida's Notorious James Pendergraft Identified As Rolling Abortionist Arrested in South Carolina

Spartanburg County, SC - Operation Rescue has learned that the traveling abortionist that was arrested in South Carolina as the result of a traffic stop is the notorious Florida abortionist James Scott Pendergraft IV.

At the time of his arrest on October 5, 2015, Pendergraft had in his possession surgical implements that were covered in blood and human tissue from abortions he had illegally performed throughout South Carolina. He was also in the possession of illegal narcotics.

His illegal abortion operation was described as a "mobile abortion clinic."

Pendergraft, 58, was charged with four drug-related offenses, but remains under criminal investigation for practicing medicine without a license.

Planned Parenthood Billed Medicaid for Abortion Services, Ex-employee Claims

A former Planned Parenthood employee told lawmakers Thursday that she had firsthand knowledge that the organization has billed the federal government for abortion-related ultrasounds and medications, in violation of federal law.

Susan Thayer, who spent 17 years working as a clinic manager for Planned Parenthood in Iowa, told lawmakers Thursday that the group had overbilled Medicaid by about $28 million, reasserting claims that have been the subject of a drawn-out court battle in Iowa.

“Because I had access to the billing system for the whole affiliate, I also know that Planned Parenthood would bill Medicaid for abortion-related services — ultrasounds, office visits, blood tests, medications, and other services that were part of an abortion,” Thayer told the House Judiciary Committee on Thursday.

Thayer was fired from Planned Parenthood in 2008 after making a series of claims related to billing and a practice known as "tele-abortions." In a formal complaint to the state in 2007, Thayer said the group filed false claims related to “medically unnecessary” birth control pills and abortion-related services, in addition to counting some payments as “donations” to allow clinics to still submit claims.
