South Carolina Committee Passes Bill to Define Unborn Baby as a Person and Ban Abortions

South Carolina lawmakers moved forward Tuesday with a controversial bill to ban all abortions in the state.

The bill, nicknamed the “Personhood Act,” would require the state to recognize and grant legal protections to every human life, beginning at the moment of conception. It includes exceptions for medical emergencies when the mother’s life is in jeopardy, as well as in vitro fertilization.

The State reports the bill passed a state Senate committee Tuesday in a 12-9 vote after a lengthy debate. It now moves to the full state Senate for consideration.

State Lt. Gov. Kevin Bryant sponsored the bill while he was a state senator, and Gov. Henry McMaster said he will sign the legislation if it reaches his desk, according to the report.

Approximately 6,000 unborn babies are aborted in South Carolina every year, the report states.

State Sen. Richard Cash, R-Anderson, said they hope the bill will overturn Roe v. Wade and end legalized abortion in the U.S.
“We are trying to challenge the Supreme Court on their fundamental error that a human being is not a person,” Cash said. “A human being is a person.”
The legislature considered a similar bill in 2017. At the time, a South Carolina Planned Parenthood spokesperson threatened to challenge the legislation in court if it became law.

Abortion groups have succeeded in overturning similar laws in court. In 2012, the Oklahoma Supreme Court struck down a similar personhood bill as unconstitutional because it recognized unborn babies as human beings who deserve the right to life.

Personhood legislation, even if upheld in court, may not make abortions illegal. When considering a Missouri statute in 1989, U.S. Supreme Court Chief Justice William Rehnquist ruled that the personhood statute was nothing more than a statement of position that had no bearing on banning abortions or even limiting them in any way.

The state of Missouri had approved a statute saying, “the life of each human being begins at conception” and “unborn children have protectable interests in life, health, and well-being.” The statute required that all Missouri state laws be interpreted to provide unborn children with rights equal to those enjoyed by other persons.

Tennessee Bill Would Ban Abortions After Baby’s Heartbeat is Detected

Legislators in Tennessee will consider a bill to ban all abortions and protect preborn children once a fetal heartbeat is detected. House Bill 0108 was introduced by Rep. James Van Huss (R-Jonesborough) in January, and last week House members moved the measure to committee. As written, the bill “requires fetal heartbeat testing prior to an abortion and prohibits abortions from the point a fetal heartbeat is detected except in certain medical emergencies.”

The introduction of Van Huss’s bill places Tennessee among several states that have considered “heartbeat” legislation. The first federal heartbeat bill was also introduced last year.

Science tells us that life begins at the moment of fertilization, and a heartbeat is an undeniable indication of life. Studies show that a baby’s heart begins to beat 22 days after fertilization, and recent research even suggests that a child’s heart may begin beating as early as 16 days. The Tennessee bill would require abortionists to give women the opportunity to see or hear the fetal heartbeat.

Van Huss introduced a similar bill last year, which was rejected following the opinion of Tennessee’s attorney general, who claimed that the legislation may be challenged in federal court. Federal appeals courts overturned heartbeat bills passed in North Dakota and Arkansas; however, the Supreme Court has yet to rule on this type of legislation and refused to hear the appeal.

Poland May Consider Measure to Ban Abortions on Babies With Down Syndrome

Pro-life advocates in Poland are calling on their country leaders to put an end to eugenic abortions on unborn babies with Down syndrome and other special needs.

Radio Poland reports the Life and Family Foundation is leading the effort. The pro-life group referred to polls indicating that most people in Poland oppose eugenic abortions that kill unborn babies with disabilities.

Poland currently prohibits most abortions. Abortion is legal in cases of rape and incest, the life or health of the mother or severe fetal deformities – though “severe” is widely defined and unborn babies with disabilities like Down syndrome legally can be aborted under the current law.
“Such a change in the law, though a small one, would save many lives,” pro-life leader Kaja Godek said Thursday.
In 2015, about 1,000 unborn babies with fetal anomalies were aborted in Poland, according to the pro-life group. The country reported a total of 1,044 abortions that year.

A group known as the Life and Family Foundation has officially asked the country’s lower-house Speaker to register a citizens’ legislative initiative called the Stop Abortion Committee. The group aims to collect signatures of support for legislation to prohibit eugenic abortions.

According to the group, the possibility of having an abortion on account of foetal defects should be removed from Poland’s abortion law.

President Andrzej Duda previously said he would support a bill to prohibit abortions on unborn babies with special needs, according to the report. Last year, Prime Minister Beata Szydlo also said she would support a bill to protect unborn babies from abortion.

Ohio Senate Passes Bill to Ban All Abortions After an Unborn Baby’s Heartbeat Begins

The Ohio State Senate today passed legislation that would ban all abortions after an unborn baby’s heart begins to beat. An unborn child’s heart begins to beat at 22 days after conception or earlier.

Should the measure be approved by the full Ohio State Legislature and be signed into law, the legislation would likely be struck down in court as has been the case and two other states — Arkansas and North Dakota.

As the Ohio General Assembly considers bills in these last days of lame duck session before the year’s end, significant amendments are being added to various laws to pass additional legislation. 


Today the Ohio Senate added Ohio’s Unborn Heartbeat Protection bill, which has been before the legislature for several years, as an amendment to House Bill 493 child abuse reporting law. The Senate has approved H.B. 493 with Heartbeat protection amendment 21-10.

H.B. 493 with the heartbeat protection amendment now goes to the Ohio House of Representatives for concurrence and that chamber could take a vote as early as today. Then, if approved, the bill goes to pro-life Governor John Kasich for his potential signature.

“Cincinnati Right to Life, the entire statewide Ohio pro-life coalition, and all else who have supported the Unborn Heartbeat Protection bill the past several years thanks and congratulates the Ohio Senate on this momentous vote,” said Paula Westwood, Executive Director, Right to Life of Greater Cincinnati. “We look forward to passage of H.B. 493 with Heartbeat protection amendment in the Ohio House, and Governor Kasich’s immediate support.”

Ohio Measure Would Define Unborn Baby as a Person and Ban Abortions

The measure also would make abortion a crime of “aggravated murder”

Three Ohio citizens submitted a proposed state ballot measure to the attorney general’s office on Friday that would change their state constitution to protect unborn babies from abortions.

The Columbus Dispatch reports the constitutional amendment project is led by three individuals: Laura Burton from Cleveland, Anthony Dipane from Monroe Falls and Dustin Paulson from Strasburg.

They are proposing a ballot measure that would amend the state constitution to “prohibit abortion of all unborn human beings, without exception, and classifying it as aggravated murder in the state of Ohio.” It also would recognize an unborn baby as “an individual organism … from fertilization, whether fertilization occurs inside or outside of a human, until live birth.” The measure also would make abortion a crime of “aggravated murder” with jail time of up to 15 years for those found guilty.

The three collected signatures from at least 1,000 people in support of the ballot measure, and submitted it to Attorney General Mike Dewine for his approval on Friday, according to the report.

“We don’t take donations. We don’t pay people. We’re financing this out of our pockets at this point,” Dipane said. “[We’re] just three Christians in Ohio.”
