Find Abortion-free Health Plans in Your State

As in years past, our pro-life team has been hard at work figuring out which Obamacare plans for 2017 do not cover abortion on demand. Open Enrollment began on November 1, and I am pleased to alert you today to our findings at our website.


After poring over the 2017 health plan documents for every plan offered on the Obamacare exchanges throughout the country, the Charlotte Lozier Institute and Family Research Council teams have determined this year’s list of health plan that do not cover abortion on demand.

Here are some of our newly updated findings for 2017:

  • In 5 states and the District of Columbia, 100% of the exchange plans cover abortion on demand, including Alaska, Hawaii, Massachusetts, Vermont, and Washington. (This is 4 more states than last year with no pro-life option in the ACA marketplace.)
  • 9 states and the District of Columbia have 85% or more of their exchange plans covering elective abortion.
  • 4 additional states have about 50% to 85% of their exchange plans covering elective abortion.
  • Of all exchange plans in states that permit elective abortion coverage on the exchange, an estimated 56% (around 882 plans) cover abortion on demand.
  • 25 states have passed legislation to prohibit elective abortion coverage on exchange plans since the ACA passed.
  • 11 fewer locales have Multi-State Plans this year than in 2016 (12 states were dropped and one was added, resulting in less or no pro-life options in several states).

New Rule Requires Abortion-Excluding Healthcare Plans for 2016

Beginning in 2016, Rhode Island health insurance carriers who will offer plans either on or off the exchange will be required to provide an elective abortion-free plan at each metal level at which they will offer plans. Research from the Charlotte Lozier Institute and the Family Research Council in November 2014 showed that Rhode Island was one of four states that offered only plans covering elective abortion for the 2015 enrollment period.

Alliance Defending Freedom (ADF) announced on May 18 that the change is a result of a lawsuit that the legal organization filed on behalf of an HIV-positive pro-life resident who was forced off his private insurance. Because the Affordable Care Act mandates that individuals who buy a federally subsidized plan covering elective abortion pay a separate abortion surcharge, all Rhode Island residents who purchased any exchange plan were required to pay into the abortion fund. By guaranteeing new plan options that exclude elective abortion in 2016, the revision will free Rhode Islanders who object to paying the abortion fee from the mandate.
