The Content and Effectiveness of Admitting Privileges Legislation, PA's H.B. 1762

This proposed legislation requires abortionists to have admitting privileges at a hospital within 30 miles of the abortion facility where they plan to commit abortions. Such a requirement provides some minimal assurance of the medical competence of a physician intending to commit abortions. 

The findings of the investigation into Philadelphia abortionist Kermit Gosnell also recommended such a requirement. Abortionist Kermit Gosnell had lost his admitting privileges at nearby Presbyterian and University of Pa. Hospitals because he frequently sent women to these hospitals whom he had gravely injured by abortion at his abortion facility. 

Because of the medically incompetent background of many abortionists, such legislation has resulted in the closure of abortion facilities in other states, such as eight in Texas since it took effect in November 2013. By a 5-4 vote on November 19, 2013, the U.S. Supreme Court allowed the Texas admitting privileges law to take effect. 

Another testimony to the likely effectiveness of admitting privileges legislation in Pa. is the Pa. abortion industry's opposition to such legislation. For example, the leader of this industry, Planned Parenthood of Pa., is organizing a "Lobby Day" in our State Capitol on April 29, 2014 to express their opposition to H.B. 1762. Please remember that, in 2011, Planned Parenthood of Pa. led the opposition to the passage of S.B. 732, which strengthened Pa.'s regulations on abortion facilities in the wake of the revelations regarding the atrocities committed by abortionist Kermit Gosnell at his Philadelphia abortion facility.
