Perry Calls 2nd Special Session in Response to Disruption of Passage of Pro-Life Bill

6/27/2013 AUSTIN, TX -- Monday Governor Perry called a second special legislative session only sixteen hours after the first special session ended to consider the regulation of abortion procedures, providers and facilities. Perry stated that, "We will not allow the breakdown of decorum and decency to prevent us from doing what the people of this state hired us to do."

Late Tuesday night the Texas Senate nearly passed Senate Bill 5 (SB 5) at the end of the special session. SB 5, a pro-life bill to improve safety standards for women and unborn children at abortion facilities, was strongly supported by Texas Alliance for Life and a broad coalition of pro-life organizations. At ~11:45 PM, a large, disruptive crowd of protestors in the Senate gallery erupted and drowned out the debate through midnight.

Joe Pojman, Ph. D., Executive Director of Texas Alliance for Life said, "We are disappointed that a disruptive mob in the gallery prevented the Legislature's successful passage of this common sense measure, but we are thrilled for this opportunity to pass legislation that will increase safety standards at abortion facilities across Texas. "

Gov. Rick Perry has called for a second special session at the Texas Legislature so that the Pro-Life Omnibus Bill can be voted on again.

HB2 (Former SB5) the Omnibus Pro-Life Bill has been filed. The bill will be heard in the House State Affairs Committee on Tuesday, July 2nd at 12:00 noon.

What you can do about Senate Bill 5 (SB5) 
 We have been bombarded with phone calls, text messages, Facebook posts and tweets about what we should do during this second session.
We are currently waiting for the bill to be filed. You might have heard that a committee hearing will be on Tuesday but this has not been confirmed. Representative Laubenberg has filed House Bill 2 but it may not be the bill that is debated this session. We do know it will not be called Senate Bill 5 again. 
So we ask for your patience. When we know the bill that will be debated and the most effective and efficient time to be in Austin, we will let you know via Facebook, Twitter (@SACFL) and email. We are working with prolife groups across Texas and some even outside of the state to make sure we come in overwhelming numbers ...peacefully and prayerfully. 
Starting right now you can certainly PRAY! For legislators on both sides, for prolifers to get active, for abortion supporters to have a change of heart and in thanksgiving for all that God has done so far.
Also, if you are able, you can listen to KKYX on Monday morning at about 8:45am. I will be on the air with Krissie Mornin to talk about this legislation and our organization. If they take calls please call in! Click here to listen online.

12pm Prayer with red LIFE tape in peaceful prayer at the Planned Parenthood rally on the south steps.

Recently, I praised members of the House of Representatives for passing H.R. 1787 - a bill which bans abortions after 20 weeks of pregnancy We have made great strides on protecting life since 2003, when I led the fight to ban partial birth abortions. This was an important step to preserving and protecting life.  
Now we have another opportunity to take a step for life, going toe-to-to against abortion supporters in Texas.
On Monday, July 1st, the Texas legislature will reconvene for a special session to vote on Senate Bill 5 which will outlaw abortions after 20 weeks.

You may recall last week the attention that Texas State Senator Wendy Davis received for filibustering this legislation, and you may be even more familiar with the misguided praise she's received from the liberal media for her efforts.
Well, we're giving this issue some attention, too.

There is no higher calling of God upon the church and the individual believer than to proclaim the gospel and fulfill the Great Commission. Right?

Wrong.

There is a Greater Commission.

It is generally referred to as the Great Commandment, and it has two parts: To love God supremely, and our neighbor as ourself. When Jesus laid down these two “love commandments” He emphatically declared “there is none other commandment greater than these”.

None.

Not even the Great Commission.

So why is it so many Christians, including first-rate scholars, bristle at the mere suggestion that there is something more important for the church than the Great Commission?

Why is it that, despite vivid, in-your-face, impossible-to-misunderstand, unforgettably-plain statements like the one of Christ just quoted, church leaders and pew-sitters alike take exception to the idea that there might be a “commission” greater than evangelizing the lost?

Flypside is a band that’s birthed out of Oakland, California. Featuring Piper (MC), Steve Knight (vocals, acoustic guitar), and Dave Lopez (lead guitar), the group debuted their hit single, “Someday,” in 2005. The single came out of their album “We the People,” which sold a quarter of a million units worldwide. Another single from their debut album called “Happy Birthday” became a top-3 hit in Germany.

The video for the “Happy Birthday” single was uploaded to YouTube in November of 2009. Though the song was uploaded years ago, the video receives continual feedback. A viewer left this comment a week ago after listening to the song: “I have one wish – more songs as this one.”

 What causes this song to continually draw in viewers? Along with the rapper Piper’s skill and talent, there is the content of the rap he’s performing. The song “Happy Birthday” is about a man apologizing to the child he aborted. The haunting song is about regret over making a mistake that cannot be changed and the loss of a child who was never known. The lyrics are raw and personal, leaving listeners with a heavy heart.

HHS Mandate Final Rules


Bill Donohue comments on the final rules set forth today by the Department of Health and Human Services (HHS) regarding its abortifacient mandate:

The HHS mandate forcing Catholic non-profits to pay for abortion-inducing drugs, contraception and sterilization will not kick in on August 1, as scheduled; an extension has been granted to January 1, 2014.

There are some changes in the rules worth noting, but they are not satisfactory. Attempts to distance Catholic non-profits from directly providing insurance coverage for these morally objectionable services are admirable, but we’ve been there before: five months ago we were told that more in the way of accommodation was forthcoming, and we applauded that gesture. But now we know that the Obama administration has come up short.

The Catholic community, and many others, are not asking for anything new: all we are asking for is to respect the status quo ante as it applies to this issue. It is not people of faith who sought this confrontation—it is President Obama. 



Tenth Circuit Rules in Favor of Hobby Lobby Stores Regarding HHS Mandate; Agrees with ACLJ Arguments

 
The United States Court of Appeals for the Tenth Circuit has issued the first appellate court decision on the merits regarding a legal challenge to the HHS Mandate. On the critical issues in the case, the court sided with the challengers and against the government.

The Mandate requires many employers, despite any religious objection, to arrange and pay for employee health insurance coverage for contraceptives, abortion-inducing drugs, sterilization procedures, and related education and counseling. Non-compliance with the Mandate subjects the employer to severe financial penalties.

The plaintiffs in the Tenth Circuit case are Hobby Lobby Stores and Mardel and their owners.

More details are now available for those wishing to participate in the second special session called by Gov. Perry on Wednesday.

The pro-life bill causing all the ruckus on Tuesday has a new number for this special session. SB5 is now HB 2. HB 2 will be heard in the State Affairs committee on Tuesday at noon.

So, those planning to go to Austin on Monday at 2 may want to change plans. While showing up at hearings, and testifying, is important, NOTHING can replace a call or better yet, a personal visit to your rep and senator while you're there. Please contact them Monday morning expressing your position on the new pro-life bill, HB 2. If you are going on Tuesday, pro-lifers have asked that other pro-lifers wear blue. Probably because the other side followed the same model last week wearing orange shirts.

I don't know which pro-life orgs have organized this, for those who asked. Again, if you planned to go on Monday, there will probably be less activity than on Tuesday, but will be a great time to call on your legislators.

Senate Bill 5 "The Pro-Life Omnibus Bill" would:
- ban abortion after 20 weeks (when science shows that the unborn can feel pain)
- require that abortion clinics follow the same health and safety regulations that ambulatory surgical centers are held to
- require that abortionists secure admitting privileges at local hospitals
- require that doctors to personally administer chemical (RU486) abortions, rather than dangerously sending a woman home before the child is expelled.

Yesterday, the Supreme Court ruled that the proponents of Prop 8 had no standing to defend it in federal court.

I was a spokeswoman for Prop 8. We spent $40 million on it. We had 70,000 individual contributors from all walks of life and all income levels. We had 100,000 volunteers, from across the religious spectrum. Our masters in Sacramento don't agree with our views. So, when some Hollywood leftists invent absurd legal challenges to Prop 8, our masters in Sacramento refuse to defend it. Surprise, surprise.

Plan B is a Big Deal


This week, the FDA ruled to allow girls fifteen and up to buy Plan B emergency contraception without a prescription. Plan B One-Step is a 1.5 mg levonorgestrel, a progestin-only pregnancy prevention pill advised to be taken orally as quickly as possible within 72 hours of unprotected sex. It is not an abortion pill; it will not terminate an existing pregnancy.
